Business Registration, AVETMISS compliant Student Management System (SMS), Website development and associated hosting, independent and qualified Financial Accountant and business advisor, relevant business insurance policies, ASQA fees and charges. What are the requirements to register a new RTO in Australia?
To register as an RTO in Australia, an organisation must meet the requirements set out in the Standards for RTOs 2025 and the National Vocational Education and Training Regulator Act 2011. Key requirements include developing a Quality Management System that meets the Standards, identifying the qualifications and units of competency you intend to deliver, sourcing trainers and assessors who hold the necessary vocational and TAE qualifications, securing appropriate facilities and equipment, completing a Financial Viability Risk Assessment through a qualified accountant, and demonstrating to ASQA that your organisation is genuinely ready to deliver training before your first student enrols. ASQA assesses initial registration applications against all of these requirements before granting registration.
How long does it take to register a new RTO with ASQA?
The timeline for new RTO registration varies depending on the complexity of your application and ASQA's current assessment workload. As a general guide, organisations should allow a minimum of six to twelve months from initial preparation through to receiving a registration decision. This includes the time required to develop your QMS, prepare your application evidence, submit to ASQA, respond to any requests for additional information, and complete the registration audit. Applications that are incomplete, poorly evidenced, or that attempt to shortcut the preparation process consistently take longer and are more likely to result in a negative outcome. Thorough preparation before submission is the most effective way to reduce the overall timeframe.
How much does it cost to set up a new RTO in Australia?
The cost of establishing a new RTO varies significantly depending on the scope of registration you are seeking, the number of qualifications and units you intend to deliver, your location, and the resources and systems you need to put in place. Key cost areas include QMS development, learning and assessment resource development or purchase, trainer and assessor recruitment, facilities setup or lease, technology and student management system investment, the ASQA application fee, and professional support costs for the registration process. What is the ASQA registration audit and how do I prepare for it?
The ASQA registration audit is the final stage of the initial registration process, during which ASQA assesses whether your organisation is genuinely ready to operate as an RTO. Auditors review your QMS documentation, your evidence of trainer and assessor competency, your learning and assessment resources, your facilities and equipment, your financial viability assessment, and your systems for managing student records and AVETMISS reporting. Preparation involves ensuring that every element of your QMS is complete, consistent, and aligned to the Standards for RTOs 2025, that all evidence requested by ASQA is organised and accessible, and that the people responsible for your RTO's operations can speak confidently to their roles and obligations. What are the most common reasons new RTO applications are rejected by ASQA?
The most common reasons ASQA declines or defers new RTO registration applications include an incomplete or non-compliant QMS that does not meet the Standards for RTOs 2025, trainer and assessor evidence that does not demonstrate the required vocational competency or TAE qualifications, learning and assessment resources that are not mapped to the current training package version, an inadequate Financial Viability Risk Assessment, a scope of registration that is too broad for the organisation's demonstrated capacity to deliver, and governance arrangements that do not clearly identify an accountable executive with documented authority. Organisations that attempt to prepare their own application without specialist guidance consistently encounter these issues. Engaging an experienced RTO consultant from the outset significantly reduces the risk of a negative registration outcome.
