Delivery of Training Policy Pack

The delivery of training is the core function of your RTO. Everything else, your policies, your systems, your compliance documentation, exists to support this. When training delivery is designed well, informed by industry, and responsive to the needs of individual students, the outcomes speak for themselves. When it is not, no amount of documentation will compensate for what ASQA finds when it looks at actual delivery practice.

 

The Standards for RTOs 2025 set clear expectations for how training must be designed and delivered. Your RTO must ensure that training is contextualised to the industry your students are entering, structured to meet the full requirements of each unit of competency, and delivered in a way that gives every student a genuine opportunity to develop the knowledge and skills they need.

Delivery must be flexible enough to accommodate the diverse needs of your student cohort while remaining sufficiently structured to produce consistent, verifiable outcomes.

 

Student support during delivery is not a separate obligation. It is embedded in the delivery function itself. Your trainers and assessors must be able to identify students who are struggling, respond with appropriate adjustments, and maintain records of the support provided. The connection between delivery quality and student completion rates is direct, and ASQA increasingly views completion data as evidence of whether training delivery is genuinely fit for purpose.

 

Delivery also carries obligations around contact and engagement. For students in workplace-based or self-paced delivery modes, your RTO must maintain documented contact, monitor progress, and intervene where a student is at risk of not completing. The expectation is not that every student succeeds regardless of circumstance, but that your RTO can demonstrate it did everything within its power to support them.
