Governance and Management Policy Pack

Governance is the foundation on which everything else in your RTO rests. The quality of your training and assessment, the strength of your compliance position, the experience your students have, and the sustainability of your business all depend on whether the people leading your organisation are exercising genuine, documented oversight of its operations. The Standards for RTOs 2025 made this expectation significantly more explicit than its predecessor, and RTOs that have not updated their governance frameworks to reflect that shift are carrying a compliance gap that is increasingly visible to ASQA.
 
The 2025 Standards require your RTO to clearly identify an accountable executive with documented authority over compliance outcomes, demonstrate active rather than passive oversight of regulatory obligations, and produce evidence that leadership is regularly reviewing quality and compliance performance and taking action on what those reviews reveal. Board or leadership meeting minutes that document substantive discussions about learner outcomes, complaints, third-party performance, financial viability, and regulatory obligations are not optional extras. They are the evidence ASQA uses to assess whether your governance arrangements are real or merely documented in policy.
 
Sound governance also requires strategic planning and business management frameworks that connect your RTO's operational decisions to its compliance obligations. Growth decisions, new training product additions, changes to delivery arrangements, and third-party partnerships all carry governance implications that must be managed within a documented framework. This policy pack gives your RTO the documented foundation to implement governance and management arrangements that meet the full expectations of the Standards. When implemented, it supports compliance with clauses 4.1 and 4.2 of the Standards for RTOs 2025, as well as the associated Compliance Requirements.
