Third Party Management Policy Pack

When your RTO engages a third party to deliver any component of its training and assessment services, your regulatory accountability does not transfer with that arrangement. Your RTO remains fully responsible for the quality of every service delivered on its behalf, regardless of who is doing the delivering. That is not a technicality. It is one of the most consequential compliance obligations your RTO carries, and it is an area where ASQA consistently finds gaps during audit.

 

Third-party arrangements take many forms. A host employer providing workplace training, a subcontracted trainer delivering units on your behalf, a marketing agent recruiting students in your name, or another organisation administering enrolments for your programs are all third-party arrangements that trigger obligations under the Standards for RTOs 2025. Each arrangement requires a written agreement that clearly documents the respective responsibilities of both parties, the quality standards the third party must meet, and the monitoring and oversight mechanisms your RTO will use to verify that those standards are being maintained. Having an agreement in place is necessary but not sufficient. Your RTO must also be able to demonstrate that it is actively monitoring third-party performance and taking action when issues are identified.

 

The consequences of inadequate third-party management extend beyond your RTO's compliance position. Students who receive poor quality training through a third-party arrangement have a legitimate grievance against your RTO, not the third party. Complaints, appeals, and regulatory findings that originate in third-party delivery are your RTO's responsibility to resolve. This policy pack gives your RTO the documented framework to select, engage, monitor, and manage third-party arrangements consistently and in line with your obligations. When implemented, it supports compliance with clause 4.2 of the Standards for RTOs 2025, as well as the associated Compliance Requirements. It includes the policies, procedures, forms, and templates your team needs to manage third-party relationships in a structured, auditable, and defensible way.
