Application for Withdrawal Deferral FORM

The CWTS Application for Withdrawal and Deferral Form is a fully editable, rebrand-ready form aligned to the Standards for RTOs 2025. Designed for RTO administrators and student services staff responsible for managing changes to student enrolment status, it provides a structured framework for receiving, assessing, and recording student applications to withdraw from or defer their studies, ensuring that every change to enrolment status is documented consistently and that the student's record, AVETMISS data, and any applicable fee and refund obligations are managed correctly as a result.
 
Withdrawal and deferral are among the most operationally consequential enrolment changes your RTO processes. A withdrawal that is not formally documented leaves your RTO unable to demonstrate that the student's enrolment was appropriately closed, that their AVETMISS outcomes were correctly recorded, and that any refund entitlement was assessed and processed in line with your published policy. A deferral that is managed informally creates ambiguity about the student's enrolment status, their rights on return, and the currency of the training product they were enrolled in at the time of deferral. Both situations carry audit risk and consumer protection exposure that a structured, documented application process is designed to prevent.
 
This form provides a consistent, auditable process for withdrawal and deferral management across all programs and student cohorts your RTO services. It aligns to clauses 2.3 and 2.4 of the Standards for RTOs 2025 and was developed in conjunction with the Withdrawal and Deferral Policy Procedure. It includes the following:
