Financial Management Policy Pack

Financial management in an RTO context carries obligations that go well beyond standard business accounting practice. Your RTO collects fees from students who are making a significant personal investment in their future, and the Standards for RTOs 2025 require that those fees are protected, that your refund processes are fair and transparent, and that the financial information you provide to students before they enrol is accurate and complete. These are not aspirational standards. They are enforceable compliance obligations, and failures in financial management are among the most serious findings ASQA can make against an RTO.

 

Fee protection obligations require your RTO to have documented safeguards in place for all course fees collected in advance. Students who pay upfront for training they have not yet received must have a clear, documented entitlement to a refund if your RTO is unable to deliver the training as agreed. Your refund policy must be written in plain language, provided to students before enrolment, and applied consistently regardless of the circumstances of the withdrawal. Financial viability requirements under the Standards also require your RTO to demonstrate that it has the financial capacity to meet its obligations to enrolled students, not just at the point of registration but on an ongoing basis.

 

Responsible financial management also protects your RTO's long-term position in the sector. RTOs that manage their finances well, maintain accurate records, apply fees and charges consistently, and handle refunds fairly build the kind of reputation that sustains a business through regulatory change and market fluctuation. This policy pack gives your RTO the documented framework to manage fees, charges, refunds, and financial safeguards consistently and in line with your obligations. When implemented, it supports compliance with clause 4.3 of the Standards for RTOs 2025, as well as the associated Compliance Requirements.
