Training and Assessment Strategy Policy Pack
A Training and Assessment Strategy is one of the most important documents your RTO produces. It is the foundation on which your entire training and assessment operation rests, and it is one of the first documents an ASQA auditor will ask to see.
A TAS describes the methodology your RTO uses to deliver training and assessment for a specific training product, to a specific student cohort, through a specific delivery mode. That specificity matters. A single generic TAS applied across multiple cohorts, delivery modes, or client groups is a compliance gap. The Standards for RTOs 2025 are clear that a TAS must be developed for each training product, each student cohort, each delivery method, and each client group your RTO services. It must reflect what your RTO actually does, not what it intends to do in the abstract.
A well-constructed TAS also serves a practical operational purpose. It tells trainers and assessors how the program is to be delivered, what resources are required, how assessment will be conducted, and how industry engagement has informed the design. It informs your marketing and promotional activities by documenting the program features that can be legitimately represented to prospective students. And it gives your RTO a defensible position during audit by demonstrating that delivery decisions are deliberate, documented, and grounded in the requirements of the training package.
ASQA consistently identifies TAS quality as an area of concern across the sector. Strategies that are incomplete, generic, or out of date with the current training package version are among the most common audit findings. Getting this right before an audit is significantly less costly than addressing it after one.
