Work Health and Safety Policy Pack

Work health and safety obligations apply to every RTO regardless of the training it delivers, the environments it uses, or the size of its operation. Your RTO has a duty of care to every person who enters its training environments, including students, staff, visitors, and contractors. That duty requires more than a WHS policy on a shelf. It requires a structured, documented management system that identifies hazards, assesses and controls risks, responds to incidents, and demonstrates ongoing commitment to maintaining safe training environments at every delivery location your RTO uses.

 

The intersection of WHS obligations and the Standards for RTOs 2025 is direct. Clause 1.8 requires that your training and assessment environments are safe, accessible, and fit for purpose. That requirement applies equally to your owned premises, leased facilities, host employer workplaces, and any other environment where your students are trained or assessed. Where delivery occurs in a workplace your RTO does not control, your WHS obligations do not disappear. Your RTO must have documented processes for assessing the suitability and safety of those environments before delivery begins and for monitoring them on an ongoing basis.

 

WHS compliance also carries obligations that extend beyond physical safety. Mental health and psychological safety in the workplace are increasingly recognised as WHS obligations under the Work Health and Safety Act 2011, and RTOs have the same duty of care to their staff and students in this area as in any other. This policy pack gives your RTO the documented framework to establish and maintain a WHS management system that meets both your regulatory obligations and the expectations of the Standards.
