Assessment Validation GUIDE
The CWTS Assessment Validation Guide is a fully editable, rebrand-ready guide aligned to the Standards for RTOs 2025. Designed for RTO validators, compliance officers, and quality managers responsible for planning, conducting, and recording assessment validation activities, it provides a comprehensive reference framework for facilitating both pre-assessment verification and post-assessment moderation in a way that is structured, evidence-based, and fully aligned to the validation obligations of the Standards for RTOs 2025.
Validation is one of the most technically demanding obligations in the Standards for RTOs 2025, and one where the gap between what RTOs believe they are doing and what ASQA expects to see is often significant. Conducting a validation activity without a clear understanding of what pre-assessment verification and post-assessment moderation each require, what evidence needs to be reviewed, what questions need to be answered, and how findings must be documented and acted upon produces validation records that look like compliance but provide no genuine quality assurance value. This guide gives your validators the knowledge and framework they need to conduct validation that is rigorous, defensible, and capable of producing the continuous improvement outcomes the Standards require.
This guide provides a comprehensive, auditable reference for validation practice across your entire scope of registration. It aligns to clauses 1.3, 1.4, and 1.5 of the Standards for RTOs 2025 and was developed in conjunction with the Validation of Assessment Policy Procedure, Pre and Post Assessment Validation Tools, and the Validation of Assessment and Risk Register. It includes the following:
- Plain language explanation of validation obligations under the Standards for RTOs 2025
- Pre-assessment verification process guidance covering tool mapping, principles of assessment, and rules of evidence review
- Post-assessment moderation process guidance covering evidence sampling, judgement consistency review, and tool effectiveness assessment
- Validator qualification and independence requirements reference section
- Validation scheduling and risk-based prioritisation guidance aligned to the five-year cycle requirement
- Findings documentation and continuous improvement referral process guidance for audit trail purposes
