WHS Management Plan TEMPLATE
The CWTS WHS Management Plan is a fully editable, rebrand-ready template aligned to the Standards for RTOs 2025. Designed for RTO owners, executive managers, and compliance officers responsible for establishing and maintaining workplace health and safety systems, it provides a structured framework for documenting your RTO's approach to WHS management across all training environments, translating your WHS policy obligations into a practical, operational plan that assigns responsibility, sets measurable objectives, and establishes the monitoring and review processes your RTO needs to demonstrate active safety management.
A WHS policy tells your RTO and its staff what your organisation is committed to. A WHS Management Plan documents how that commitment is actually delivered. The Work Health and Safety Act 2011 requires your RTO to eliminate or minimise risks to health and safety so far as is reasonably practicable, and that obligation must be operationalised through documented processes, assigned responsibilities, and regular review. RTOs that have a WHS policy but no management plan are describing an intention without demonstrating a system, and ASQA's expectation under clause 1.8 of the Standards for RTOs 2025 is that your safety management is structured, active, and evidenced rather than aspirational and undocumented.
This template provides a comprehensive, auditable framework for WHS management planning across all operational contexts your RTO uses. It aligns to clause 1.8 of the Standards for RTOs 2025 and was developed in conjunction with the Work Health and Safety Policy Procedure and the WHS Risk Register. It includes the following:
- WHS objectives, targets, and performance indicators section
- Roles, responsibilities, and accountability assignment fields for all levels of the organisation
- Hazard identification, risk assessment, and control measure documentation section
- Training and induction requirements planning fields
- Incident reporting, investigation, and corrective action process documentation
- WHS monitoring, review schedule, and plan update fields for governance and audit trail purposes
