Learning Program Proposal FORM

The CWTS Learning Program Proposal is a fully editable, rebrand-ready form aligned to the Standards for RTOs 2025. Designed for RTO managers, training coordinators, and compliance officers responsible for planning and establishing new training programs, it provides a structured framework for documenting the key decisions, resource requirements, and compliance considerations that must be resolved before a new course is offered to students.
 
Establishing a new training program without a documented proposal process is a risk that many RTOs do not recognise until something goes wrong. Decisions about delivery mode, trainer and assessor allocation, resource availability, facilities suitability, industry engagement, and TAS development all need to be made and recorded before the first student enrols. An RTO that begins delivering a program before these foundations are in place is likely to find gaps in its evidence base that are difficult to retrospectively address, particularly if the program is selected for audit scrutiny or a student raises a concern about the quality of their training experience.
 
This form provides a consistent, auditable process for planning and approving new training programs before delivery commences. It aligns to clause 1.1 of the Standards for RTOs 2025 and was developed in conjunction with the Delivery of Training Policy Procedure. It includes the following:

Delivery mode, location, and proposed commencement date fields
Trainer and assessor allocation and competency confirmation section
Resource and facilities readiness assessment prompts
Industry engagement and TAS development status confirmation fields
Management approval and sign-off section for audit trail purposes
