Designed for RTO managers and compliance officers responsible for establishing and formalising arrangements with organisations that deliver training, assessment, or related services on behalf of your RTO, it provides a structured framework for documenting the respective responsibilities, quality obligations, and monitoring arrangements of both parties in a legally sound, compliance-ready agreement that meets the requirements of the Standards for RTOs 2025 before any third-party delivery commences.
 
Your RTO's accountability for the quality of services delivered by a third party does not diminish because a contract exists. What a well-constructed third-party agreement does is establish the documented foundation your RTO needs to exercise that accountability effectively. It defines what the third party is authorised to do, what standards they must meet, what monitoring your RTO will conduct, and what consequences follow if the agreement is not upheld. Without a comprehensive written agreement in place before delivery begins, your RTO has no documented basis for managing third-party performance, no clarity about where responsibility lies when something goes wrong, and no evidence for ASQA that the arrangement was established with the rigour clause 4.2 of the Standards for RTOs 2025 requires.
 
This template provides a consistent, auditable framework for third-party agreement establishment across all arrangements your RTO enters into. It aligns to clause 4.2 of the Standards for RTOs 2025 and was developed in conjunction with the Third Party Arrangements Policy Procedure, Third Party Agreement Register, and Third Party Monitoring Checklist Form.
